A flat matrix worked for London Grid Distribution. Six courses of action drawn from three strategies, decarbonise the network, digitalise customer service and improve asset resilience, form the rows; six business capabilities form the columns. Each dependency cell is tinted by state: an accent tint marks a capability that must grow before the course of action can proceed, a calm neutral tint marks one used at its current maturity, and a blank cell means no dependency. The Data Publication column header carries the accent tint because five of the six courses of action depend on it. A two-state legend names the Critical and Needed tints, and the source is the TOGAF Phase B artifacts.
